Veterinary Surgeons Act of 1966.

This legislation restricts the treatment of animals in the UK to qualified veterinary surgeons only, with certain specific exceptions. The exceptions are the treatment of animals by physiotherapy and other manipulation techniques (e.g. chiropractic, osteopathy), on the recommendation of and under the supervision of a veterinary surgeon. Certain trained individuals may be legally authorised to undertake procedures such as blood sampling or ultrasonic pregnancy diagnosis, following appropriate training and assessment.

Thank you for trying to help :-D

what is the legislation that is in place that restricts who may treat animals, in health and first aid?

I am assuming you're in the United States and the link below may help you. I think it all depends on which state you're talking about. In California ''It is unlawful for any person to practice veterinary medicine or any branch thereof in this State unless at the time of so doing, such person holds a valid, unexpired, and unrevoked license as provided in this chapter.'' Each state is listed. Good luck on your assignment.
